That's by Virgil Thomson, one of the greatest American composers of the 20th

There is a wonderful reissue of Thompson's own 1947 recording of this work
and "Four Saints in Three Acts" still in print from RCA.
It may not be New American Singer-Songwriter, but every FM reader should
make a pledge to listen to at least one challenging modern "classical" music
piece this month. There's a world of musical brilliance that we isolate
ourselves from at our peril.
