That's a reasonable point, but if a contest is intended only for
newbies, then the organizer should specify that in their rules (however
they want to define "newbies").
I can also see some value in having contests that are open to all
songwriters, as a way to focus perhaps some more attention on the
contest, to reinforce the idea that the songs themselves are most
important, and even to force the experienced songwriter to keep
his/her skills sharp (and demonstrate it).
